This device uses low frequencies to measure local changes in the dielectric of the soil. This is done by measuring tiny phase differences (of the order of 0.001 degrees). A prototype device has been tested recently, and the results indicate some promise. However, further development is needed. This project has been funded (approx Au$70,000 so far) by the "Fred Hollows Group" which was set up at the instigation of the the late Fred Hollows, a famous Australian eye surgeon who helped many communities across the world.

A brief poster paper was presented at the recent EUREL conference run by the IEE in Edinburgh UK in October 1996.
